El docente de la UPAO, Nilton Otiniano analiza parte del dictamen de la reforma de pensiones aprobada en mayo
La pensión por
consumo no tendría repercusiones considerables en los fondos de los afiliados a
las AFP, sobre todo, de aquellos que ostentan escasos recursos económicos. Así
lo comentó el doctor Nilton Otiniano Velarde, economista y docente del Programa
de Estudio de Administración de la Universidad Privada Antenor Orrego (UPAO) del
campus Piura.
La comisión de economía
del Congreso de la República aprobó el último 13 de mayo el dictamen de la
reforma del sistema de pensiones y, dentro de la misma, se planteó la creación
de una pensión por consumo. Ello implica que las personas, sean afiliadas o no
a las AFP y ONP, destinen el 1% de sus consumos (acreditados con comprobantes
de pago) hasta por un tope de S/ 41,200 anual (8 UIT), en compras individuales
que no deberán superar los S/ 700.
En ese sentido,
el doctor Otiniano Velarde dijo que la medida planteada podría no funcionar, ya
que, la mayoría de personas de escasos recursos (a la cual se busca favorecer)
realizan sus compras en pequeños negocios o en establecimientos donde no se
brinda ningún tipo de comprobante de pago.
“(El dictamen)
no tendría impacto en el fondo de los beneficiarios, sobre todo, en los de
bajos recursos. Al realizar las compras, ellos deberán sustentar con cualquier
tipo de comprobante para que ese porcentaje destinado se registre debidamente
y, finalmente, este vaya a la cuenta del comprador. Pero si tomamos en cuenta
que hay mucha informalidad, podría considerarse una desventaja”, indica el
docente orreguiano.
No obstante, el
economista vio la posibilidad de que el dictamen ayude de cierta forma a la formalización
de un número de negocios que buscan no verse afectados por no entregar
comprobantes.
“Para aprovechar
esta parte de la reforma de pensiones, los clientes solicitarán al menos una
boleta cuando realicen sus compras y esto obligará a los negocios a
formalizarse en cierta manera; si no lo hacen, los compradores elegirán grandes
establecimientos que entreguen el sustento. Ambos se verían afectados a la
vez”, dice.
Otiniano Velarde
consideró la medida como “poco atractiva”, por lo cual, debería considerarse
otras alternativas como sustento de compra. Esto podría ser el uso de
billeteras digitales como plin o yape, las cuales son muy utilizadas por
millones de compradores en el país. “De esta manera, los consumidores podrían
sustentar sus compras sin necesidad de comprobantes”, finaliza el especialista
